Dans un avenir proche, les élèves de la classe B de 3ème du collège Shiroiwa ont été amenés sur une île déserte par une armée mystérieuse : ils vont participer à un jeu de massacre dont la règle consiste à s'entretuer.
L'histoire se déroule un an après le premier film. On y suit les deux survivants rentrer chez eux et tenter d'alerter l'opinion publique sur ce qui s'est passé sur l'île. Leurs déclarations provoquent un chaos sur tout le pays, violemment réprimé par le pouvoir militaire. Ce dernier décide alors de faire participer les deux opposants à la deuxième session de Battle Royale en compagnie d'une classe beaucoup moins tendre que la précédente.
